Yes
The power switch has three settings: "OFF" , "ON" and what looks like "~"

I am puzzled what the "~" setting is for?

Looking at the instructions, it seems to be associated with using the large quick control dial. However when I play around with it, I can't see any difference in the functions between when the power switch is set to "ON" and when it is set to "~" ????

Also dissapointed to find you can't shoot RAW in the basic modes :(

It turns the wheel on basically, for exposure compensation and such :)

... and there was me thinking it was for "Mains" electrickery.... doh!

The third setting of the On switch, is basically On but with the Quick Control Wheel activated.

Yep.. if you're shooting in Programme, AV or TV modes, the switch in that position enables the rear large thumbwheel which can then be used to dial in exposure compensation, + or -. If you look at the top right LCD display, at the bottom there's a scale which shows how much compensation you've set. (the pointer moves with the wheel)

You also get a little symbol in the viewfinder to remind you so you don't leave it set.

Just leave it on full and set the camera to turn off after 2 minutes. Start up is instant so you don't need to set on and off really.
