Best photos or just photos of the biggest stories of the year?

There's probably only the lighthouse shot and maybe the sheep which are what most of you would consider photographically a sought after shot.

Best photos or just photos of the biggest stories of the year?

A bit of both, I would have thought. Given that the PA will be awarding for the best 'Press' photographs, where the conveyance of the news is the objective then inevitably it will the best shots that convey the news. Some of the news was dramatic.
