I've only ever been to the "touristy" Albert Dock areas but is there anywhere in Merseyside or vicinity where you can take pictures of working docks???

prepared to travel, but any thoughts on where to go and what the best times are appreciated

I think what you are asking here is, are there any general cargo berths still working.
The simple answer is no. Sadly the sprawling mass that is Seaforth, has done away with the smaller general cargo ships. There are still some specialised berths still working, mainly scrap metal, oil, bulk cargo and the Ro-Ro ferries.
Have a drive along Regent road, I'm sure you will find something interesting along there.
