Being a Foriegner on the mainland..... We have an abundance of spare rooms at the moment....Kids all moved out.... of Do you need planning permission to turn rooms in your home into guest rooms to which you intend to charge? Back in Northern Ireland we can get away with it as long as it is no more than three rooms.

no, but your council will have regulation and licences to meet. Talk to them

Too many and you need fire escapes!

Would may have to apply to turn your home into a HMO (House of Multiple Occupancy) though I'm guessing you mean more along on the lines of B&B rather than renting out rooms on a several monthly basis? So not so sure HMO applies

As with most of these threads the best answer would be talk to your local authority

Oh yeah a whole range of business types require some form of licence, now please note I don't know for certain B&B is one of them but its a fair bet it is, as your going to be serving food for a start, but there may well be different regs around that...it's not an area of the hospitality sector I've ever really got all that involved in..

Insurance is another thing to ask about. Your present insurance will not cover you.
Food was mentioned above, so you would have to be inspected by the local authority, and you would probably need some form of certification in food handling/storage... :)

Ask your local fire station for a visit. Fire extinguishers, fire blankets, notices.
Health and Safety- local council?

I think you'd have to apply for a 'change of use' from residential to b&b, which allows neighbours to object and the council to make sure you have enough parking etc.
Someone I work with changed his b&b back to a house and had to change things like electricity supplier as he was on a business tariff - so it may be necessary or beneficial to get one of those too.
 
See if there's a help line at the planning department, some of them are actually human! My wife recently applied for change of use but due to the relaxation of some of the rules, others have been tightened up. Luckily, someone saw the application and knew that it would fall foul of the new rules and didn't stand a chance so phoned her, explained the situation and sent her cheque back.
 
The regulations will most likely have changed since I worked in this area, but previously you would have needed to apply for a change of use. I'd be surprised if this particular regulation has seen much relaxation too. You will need to determine what "Use Class" it falls into, which from memory will be Hotels (C1). The best people to speak to are your local planning department - the vast majority of whom are friendly and helpful ime/o. They will be able to advise on the best way forward. You will also need to speak with your building and contents insurers as you will most likely require commercial insurance of some sort, but the first port of call is the planning department.
