Hi, i have done very little photo editing but i am certainly interested in doing more but just want to get advice on what is the best programme to use for editing. I have researched photoshop elements 10 and some of the reviews are bit mixed, i am also considering corel paintshop ultimate .Any advice more than welcome.

Have you considered Lightroom 4? Go to Adobe's website and download a 30 day trial. I think you'll be impressed.

Paintshop has more features than elements (it's closer to the full photoshop) but theres more tutorials based on photoshop, it might be worth trying the free trials and see which works for you.
Lightroom is a different sort of editor, it doesn't have a lot of the features of PS/PSP it's fine for general editing but lacks layers and proper selections, although it does have a limitedajustment brush.
It's going to depend on what sort of editing you plan on doing, for a basic fix of colour/exposure lightrooms fine but if your planning more complicated editing cutting/pasting ect you'll need something else.

First thing to decide is do you want a photo editor/ cataloger ( Lightroom / Aperture) or do you want an image manipulation tool (Photoshop / Paintshop) they are not really the same thing.

As Wayne say's get the free trials to see which you prefer, but I'd be very surprised if Elements 10 will not do all the image manipulation your going to need, yes it's not as good as the full blown Photoshop, but most people use very little of the power of Photoshop. Paintshop has been around a very long time, and I would expect the latest version to be up there with other similar price applications.

You don't say what system your using, but there are lots of choices out there, if on OS X the very cheap yet powerful Pixelmator is well worth a look, and somebody will pop along soon and say GIMP ( Other brands of editor are available) :)

For Photo editing and cataloguing it's really a two horse race (one horse if on windows) Lightroom or Aperture.
