Guys,

If I wanted to turn the overall shape of a person in one of my portraits, into a swirling abstract vector image, roughly the same shape as the person, how would I go about it?

For example, from GOOGLE IMAGES:

How could I turn that into this:

In essence I would have an ink splodge roughly in the shape of a karate kick portrait...

If so I used twirl filter and made a separate layer with a spatter brush and gradient layer blend mode, then desaturated it for the 2nd

I think I have an idea of what your after, try google for vector art tutorials on illustrator!
 
If you create the shape, export this to Photoshop and then use it as an image mask to "paste inside" the picture of your person?

You can then use the distort transformation to make it fit the shape, you can add another copy of the texture on an additional layer with some transparency to achieve the effect you are looking for.... I think!
