Never ever considered this but does it include camera raw plus a decent range of editing tools and is it a perpetual licence?
Is it a sort of cut down LR/PS that might suit a simple hobbyist like myself? Pros /cons

When I looked it seemed more gimmicky than a full programme.

And it cost more than Affinity :)

I don't know about Camera Raw, and I have not used it myself for some years (my copy became inoperable due to Apple's over-aggressive code purification strategy!). It is used (in different versions) by several hobbyists in our local U3A photography group, though I'd suspect they are probably not at your level. Yes, a perpetual licence.

Once mine ceased working I bought Affinity Photo rather than a later version of Elements. However, I very rarely use it other than for panorama stitching (actually for stitching scans). I have Capture One Pro as both a DAM and non-destructive editor, and it suits me much better than the Photoshop-like approach (and is one of the reasons I can get away with JPEG scans for what I want to do).
 
It does include Camera Raw, and it is a perpetual license. Having said that, if you update your camera to a model that's not supported by your version of Elements you'd need to upgrade that too. It's happened once in 8 years to me, but thought it best to mention it.

While it does have some novelty stuff, I think it's really well featured, and more than enough for me. Aside from straight photography stuff, I've used it for CD covers to templates, inserts, posters, flyers etc, and it's always been able to do what I want. I have Affinity, but it doesn't suit me, and I've tried C1, DXO, etc, and for my uses I've always just opted to stick with it.

I expect that (like Lightroom) you could use the free Adobe DNG convertor to get around this.
 
You can try it for free. Give it a go and see if it does what you want.

I have used Elements 15 since it was released and it does pretty much everything I've needed it to. It is possible to open RAW raw files, these open in 16-bit. Some of the functions only work with 8-bit, so that may or may not be a show-stopper. The Expert mode (in 2015 version) is similar to the versions of Photoshop (CS2 and CS3) that I was using 10-years ago, though I'm sure there are many more features and options in Photoshop.
