Photoshop elements problem

Hi. Need a bit of help here with elements. For some reason I can no longer use any of the tools. All I get is the PAN HAND regardless of what I'm selecting. It's driving me up the wall. Anyone know why this is happening or how to stop it?

Try the following Edit > Preferences you can then Reset, not sure if this helps

also in the top left hand corner in the tool bar right click on the tool selcted and reset all tools to default settings
