just had photoshop cs4 now i,m new to all this so could someone tell me the basics please have ordered photoshop for dummies (yes thats me):thinking: but if anyone could give me some pointers to get me started would be appreceated

Blimey where to start. I'd suggest you check out you tube for the basics it's much easier to learn watching somebody else. What sort of things do you want to do?

For a real basic stuff
file open to get a picture in (or drag and drop) Image ajustments levels to ajust exposure, image ajustments coilour balance for colour.
 
Mark where about in Wales are you? I'm near Swansea, it would be much easier to actually show you than try to explain here.
