Photoshop CC issue

For some unknown reason- I can't use the lone tool in PS CC

I open the clone tool and press Alt & click the mouse and get an on screen message saying " Could not use clone stamp as the area to clone has not been defined. Press alt/Click to define a source point"

I am doing just that to no avail

I'm guessing you mean Empty LAYER lol

Not at all, I was trying to clone out a small bush in a landscape JPG

I'll try re-loading Photoshop from the Creative suite app and give it another shot- might be just a glitch in the programme
