Photoshop 9 - Cutting Out

Can anyone tell me how to cut out certain parts of a photo on Photoshop Elements 9?

I.e. cutting out a head and pasting it elsewhere?

The cutting tool will do it, all in the manual?

Put the marching ants around it, edit - copy, open the picture you want to put it on, edit - paste.
