Can't find any reference to this weird bug anywhere so thought I'd post in case it helps someone.
For months now, any plugin that sits in the 6th position in the 3rd party list of the filter menu won't work. Click on it and nothing happens... click on it again and you get a long menu of items that bear no relation to the plugin... and it still won't work!
It started for me with RadLab which was number 6 in my list, it just wouldn't work from the filter menu so if I wanted to use it I had to launch it another way. When I upgraded to OnOne Photo 10 last week, my Topaz filters stopped working and RadLab started working! Reason... OnOne previously didn't launch from the filter menu so the upgrade added it at position 5, consequently it bumped Topaz from 5th to 6th in the list and RadLab from 6th to 7th!
Anyways, Topaz confirmed this bug exists and has been there for months, the latest Photoshop update still hasn't fixed it (think they're all asleep at Adobe).
The workaround I've used to get things working again is to install a trial plugin that alphabetically sits in position 6! For me it's Tifffen which sits nicely between OnOne and Topaz, no need to pay for a license of course and when they finally get around to fixing the bug I can just delete it.
