PC power problems

Recently my computer has developed a power problem, it will only start after being unplugged for at least an hour (at a guess, but wont work after just a few mins). I suspect this might be the result of some recent thunder storms (I usually try and unplug but maybe wasn't quick enough), as it started happening after that.

I suspect it's either the motherboard or PSU, but don't have any spares to test. Having checked google it sounds like it might be a capacitor problem. I don't want to buy a new PSU if I can help it only to find out it was the motherboard. Just wondering if anyone had any ideas or suggestions.

My PSU is a Corsair CX600, not the best I know. I had a better one in the UK but a recent move to South Africa meant I only took the essential components. Actually now that I think of it, the other half and I are visiting the UK in a couple of weeks so might be able to get my old PSU and take it back with me.
 
Could be a cap issue like you say but figuring out where the issue is without having something to swap out is going to be a pain.

As for it happening after a thunderstorm it may just be a coincidence. Poor quality caps generally fail quicker, but corsair is one of the better psu brands. What motherboard is it?
 
I have a Asus P6T motherboard with a i7 920 processor. I read somewhere I think that there can be issues between Corsair PSU's and Asus motherboards in regards to this failure (something to do with a safety feature on the board to prevent it starting if it thinks it will overload). Hopefully I'll be able to take my old PSU back here and swap it and see if it works. If not, then I suppose it must be the motherboard right? The motherboard won't be as easy to replace because they don't make single socket 1366 boards now I believe?
