Anyone here still use older versions of lightroom?(like 3,4) I'm new to pp and don't have software and was considering older cheaper options. Does it do everything you need it to do in 2016 if you're a hobbyist photographer?

Both Lightroom 3 and 4 were good versions. I'd opt for version 4 if you can. However you may run foul of Adobe EUL which effectively prevents you selling on software. Instead why not take advantage of Adobe's CC photography plan. You get Lightroom and Photoshop for under £9.00/month.
 
I would say if you can get a version of 5, that is good enough if it supports your camera.

That is what I use and am happy with what it does.

The brushes in 5 are not present on 4.
 
I went from LR1 to LR3 then straight to the current LR6, mainly because the older version didn't support the newer Fuji cameras that I switched to.

Still using Elements 9 which is another option worth considering, I used version 2 which came bundled with a new camera for a number of years
