ROFL...I fixed it....I'm not sure that I even want to tell you what was wrong

Aslong as the cable is on the right way round it should work straight out of the box in either ETTL or Manual

Cable in the flash end was the wrong way round......oh dear
 
At least you've resolved the problem now :)
I had the same problem when I got mine as the cable attaches to the flash from the front of the unit, whereas the stand that comes with it attaches from the back of the unit :P
 
Hehe, this could be fun now I've got it working. I don't understand enough about wireless transmitters and what can be triggered and what can't.

Do they do like "split cables" so you can fire off more than 1 flash, or am I looking at other kit ? I know (think) the 7D can trigger flashes, but the 430II can't be triggered remotely

I think that the 430 can, indeed, be triggered remotely by the 7D. It needs to be put into 'slave' mode (not optical slave mode. This is something included in the 580 II, I seem to recall).
