Because by entering the competition you are giving them your images for free, so they have free commercial use.
All this "competition" is doing is getting gullible photographers to send in there images, so New scientist will have a free image library to use the images whenever they want to.
 
Or... On the other hand, it gives people who have no interest in commercial photography the chance to be published in the best known scientific magazine in the world.

I'd define being published as being paid to be published, would they have chosen your pic if it wasn't free?

And, unfortunately, along with that allows the magazine to pay for less photos from pros.
