No, of course not, well not if you had any sense at all. This is no different, it's just a restriction on your cars max speed.
I'm sorry, but this idea of needing to overtake is a false premise, and there is no safety case for objection to it.

Take that speed down a notch and you'll find the dual carriageways and motorways have more than enough lorries causing congestion because they try to overtake each other on their speed limiters. On 4 lane sections of the M25 it's not uncommon to have the 1st, 2nd and 3rd lanes blocked by lorries trying to crawl past each other.

People still drink and drive even though it kills and will lead to a fine and ban if caught. People will continue to overtake, but having the engine cut at a certain speed just equals danger to me.
