Neewer NW985 i-TTL HSS flash overexposing, is it faulty?

My mate's just been round after buying this flash and I was trying to teach him about HSS in order to black out/underexpose the background but every time we put it into HSS it massively overexposed, almost obliterating the whole frame even if I set the flash exposure to -3ev. It's OK with bounced flash, but not with direct flash, and I've checked, double checked and triple checked that subject distance is not too close when using direct flash. Even when I go to manual and reduce it to it's lowest power it's still slightly overexposing. At and below the camera flash sync speed exposure is normal, whether using TTL, manual, bounced or direct, and even at much closer subject distances. His camera is the D7000, but I also tried it on my D750 with the same results. I also tried my Nikon Speedlight SB-700 flash on both cameras and that worked as expected at HSS both in TTL and manual

I think that the flash is faulty as it's supposed to work with HSS, but before he returns it for a replacement I was wondering if we've missed something obvious? I've checked exp compensation and flash compensation. I've tried different lens apertures (f1.8-f11), and as above I've tried it on two different cameras. I also noticed that if you used it at 1/2000 at f8 and higher you got marked banding almost as though you were shooting through a blind.

Any help appreciated.
 
Is it mounting on the camera ok? As in all the way into the hot shoe? Does It/can it have firmware upgraded?

Definitely located right on the shoe, not sure about firmware upgrade but it's brand new so would expect it to have the latest firmware tbh.
 
This is a long shot from a different flash on a different make of camera but is the camera set to auto-ISO? If it is, try turning it off.

Thanks, I forgot to mention I tried it with auto ISO and without.
It's definitely something to do with HSS as at sync speed and below it works fine.
