Neewer c180 flash not working

I'm new to photography and don't really know much about it but I bought a little setup because I was interested in getting into it.

I've bought a second-hand Neewer c-180 light and it doesn't seem to flash even when I press test. The model light still comes on. Im sorry if I sound stupid but as i said I'm new to all of this. Am I doing something wrong or is it broken? If there's no way to fix it is there any way that it can still be used to take a good photo? I have the nikon d70 and a backdrop and just wanted to take photos of family. Some help would be appreciated as I can't seem to find anything online.
 
Did you see it working before buying? Where did you buy it and are you able to get a refund?
Does the strobe charge up and the ready light come on?
It's possible the flash tube needs replacing but not a clue if these are available or user replaceable.
Sorry that's all I've got at the moment.
 
I bought it from ebay & yes the ready light comes on. I wanted to see if I could get it working before asking for a refund

If the ready light comes on and pressing test doesn't fire it, you need a refund.

Before buying another, look at the Godox DE300 a much better flash for not much more money.
