True enough. Two of almost anything will do in a HiLite. Then you need main subject light/s.
So that said, it makes sense to get something that will also do other things well. What do you want to do? Budget?
My idea of the ultimate outfit would be a 580EXII and 430EXII hot-shoe guns, for lots of E-TTL strobisty type potential anywhere. Plus a couple of RF-602 radio triggers for use when necessary. Then stick them in the HiLight, and pair them up with a two-head studio light kit (Lencarta, Bowens, Elinchrom) and you have a full on studio outfit.
Something along those lines is pretty capable in just about any imaginable situation, and not too costly. You can spend plenty more though - Pocket Wizards, nice big softboxes, a few more guns...
True, but I find that 1/4 power with two decent flash guns is enough to blow a HiLite okay, with fast recyling, providing you don't want to work at f/16 ISO100.
Always use fresh batteries and have a spare set. You can easily get through two sets in a session if you want to keep the recycle times up.
