need a favour please !! (mothers day)

I wondered if anyone could help me please ?

me and my sisters have bought my mum a digital photoframe for mothers day and we in the process of uploading some JPEG's.

what i need is a JPEG creating to use as a title page

I just want to put "happy mothers day" and then our names etc and maybe a pic of some floewrs etc

whats the easiest way to do this please ?

is it possible with elements 7 ?
