My new sigma f2.8 lens

On the D3100, you either use the manual focus switch on the lens or if it isn't there (there isn't a physical switch on the body), go into the menu on the back where you set single, continuous etc. and you can set it to manual.
Change it to aperture mode (A) and you can then set the Aperture to 2.8 and let the camera take care of the shutter speed. You will need to keep an eye on the ISO to keep the shutter speed in the zone you want it to be in.

What mode is your camera in (what camera do you have?) if its in Aperture priority mode turn the dial to 2.8. Turn off af in a menu if you really don't like it but af is one mod con I really like.

For some reason some Nikon versions of Sigma HSM lenses don't have a focus selector switch. Why 180mm macro lens was the same. No idea why. I think on that basis you would need to select manual focus from the 'i' menu however I'm just wondering what options there are for back button focussing on the D3100. Might be an option worth looking into. You should also have full time manual override where by you can manually focus the lens even in auto focus mode.
In terms of selecting 2.8, just use either program mode, aperture priority or manual mode. Or shoot in low light in auto and the camera will likely select 2.8 anyway. If shooting at 2.8, I'd try to use the centre focal point for your subject and then crop after in post processing as I found that my Sigma 70-200 was only sharp in the centre at 2.8, edges were quite soft. That's typical of most lenses of course but worth mentioning.

I am asking because on my nikon lens i can switch it to manual,on this lens though there is no switch,i have noticed that i can manually focus by turning the ring on the lens (not sure if thats the right term for it)
