What is the best A3 printer for my daughters needs?

My daughter wants to frame poems and quotes on A3 size paper. The background will be photos and words will be put on top of the photo. What will be the best printer to use?

Any help and advice would be much appreciated.

In fact even if its high numbers outsourcing the printing is still likely to be more cost effective

Exactly to be frank to be cost effective and printed at home you've for to produce large volume and likely at lower quality to what you'd get from a Lab

Should we clarify, since it hasn't been mentioned, that the superimposition will be done in software regardless of the printing device? Following that, it'll be more effective to job the printing out as advised above ...
 
As above, get it done by someone like DS Colour Labs, there A3 printing is decent and is far cheaper than anywhere else I've seen. I print my own A3 stuff, but it's a big outlay for a printer, paper and ink if you're not doing it in larger volumes, or you're not particularly concerned about the print exactly matching the screen, etc.
