This has been created by a couple of lawyers to end "accidental infringement" of copyright in music. The poster child for this being My Sweet Lord even though there's no solid evidence George Harrison had even heard She's so Fine.
So anyway, music has a finite number of possibilities. Computers are good at large but finite datasets. You can now download every melody that could ever be written.
BTW section 6 covers the inevitable "can machine generated content be copyrightable?" question
