Moving outlines in Elements 6

I have a picture and I want to try to move part of an outline (a bit like the youtube thing of the plump person being turned into a skinny person).
I have seen the videos, but I don't know what to search on to find straightforward idiot proof instructions as to how its done. Its where you click at the outline and it moves in without changing.

Does anyone know what its called or where I can find a tutorial on it please.
 
anyone :shrug: even if you can just tell me which word I need to search on!
 
Well Susie I would answer if I understood the question as it is a little vague and there are multiple ways to change the shape of something in Elements 6 including using the liquify tool and/or the transform tool both in conjunction with a selection or mask!
 
Thanks, if you look at this youtube video there is a circle which when clicked moves her legs and stomach in to make her look slimmer. I cannot see which tool he is using or how to do it, and I don't know what word to search on to find a tutorial :(
I don't want to use it on a person, but its the same principle!!
