Not really - Depends on the exposure time. A monopod helps when shutter speeds are slower than handholdable but they only help to a certain degree - Night time photography can mean exposures lasting a few seconds or even minutes! A steady tripod in this case would be required.
really depends on what you are doing and what sort of lens you are using.
Monopod may give you a stop or two advantage I guess - tripod is much better
if you use a monopod you can get in tight to a small wall or bench you can rap your leg around it and the bench leg it will hold it steady I have done this myself in daylight for long shutters like in this photo.
