I've gone mad and spent some money, against all of my principles and bought this mannequin head, to help with (in my case) the lighting challenges that we're running on here

Various other versions are available. They're marketed as training aids for hairdressers, but are ideal for practicing and experimenting with lighting too! The "skin" texture seems to be pretty natural

There are limitations, they are just heads because that's all that hairdressers need, it would be better if they included shoulders, and the eyes are painted, so the catchlights aren't real, but great value IMO at just £17.99

Many moons ago with my early studio I scrounged a full size mannequin. It was great for playing with lighing and setting up, it didnt get bored or move, or better still want paying.... It also made a great prop.

They do make more realistic ones head/shoulders with reflective eyes; about 2x the cost, plus you might have to buy the wig separately... IMO, still good value if purchasing for your own learning. The quality of the wig is probably third on the list as far as benefit and can be the biggest expense, but worth paying attention to as well.
