Making figures more "Ghostly"

I had an idea in my head for a longish exposure where the figures viewing a poppies exhibition would appear "Ghostly". Unfortunately, the figures did not move about as much as I had expected, some did and some didn't.

Is there any way in PS I can make the smaller, more prominent group of figures in the centre more transparent, something more like the ones on the right hand side of the photo?

If they are on a separate layer then drop the layer opacity, if they are not then you will have to mask them and then do it.
If you want be a bit creative get rid of them all together and replace them with the Ghosts of WW1 soldiers.

You will see a couple of Ghostly monks, I don't think it is haunted but you never know!

You could clone the background poppies onto the figures with a soft semitransparent brush. With enough brushing, the figures will begin to fade away.
