The pertinent information is (from page 8 of the PDF):
The Prohibition Notice
The effect of the attached notice is that as of 18 February 2016, WCRC are no longer able to operate trains on the mainline network until such time as they can satisfy us that its governance and operations meet industry practice and are fit for the scale of its operations.
Effectively this reduces the scale and variety of Mainline Steam we will see, certainly during the beginning of 2016. No dates / plans have been made public regarding removal of the prohibition notice.
DBS, the other mainline steam TOC in the UK operate a far smaller scale operation, and only operate air braked steam locos/stock (most are vacuum braked) which I believe restricts them to around 6 locos (though fortunately this include Flying Scotsman.
