Easier to ND the camera (with a filter rather than gels) if your usage will allow that.
I've seen quite a few elaborate uses of larger ND gels taped together to form a cone over the lights (I've never been to keen on that idea due to heat) or a sheet taped inside a softbox. A last resort anyway

If you only need to lose a stop or two, and you're working quite close, move them back (inverse square law). Affects the softness/hardness of the light though.

Or throw a bed sheet over your softbox/umbrella. More layers for less light. If using battery packs you can run an extra light out the room to drain off power with some setups. Neither is an ideal permanent solution but works in a pinch.
