Does the 400D that im using not have live view compared to the 450D that does? , is the live view whereby i can see ahead of me using the lcd screen instead of the viewfinder which i can't with my 400D ?

Not on the 400D.

All it does is give a "monitor" of the viewfinder (I think)

400D does not
