Lightroom cropping?

I'm a bit flummoxed. I've got an image in landscape format and I need to crop it to portrait format of a given ratio.
45 high x 35 wide. I enter the dimensions as a custom crop but it keeps it as a landscape crop, entering 35 x 45 makes no difference.
I've even tried rotating the image prior to cropping.
It can't be that difficult!

Have you made sure that the "padlock" symbol is in the "UNLOCKED" position?
 
Or try dragging one of the corners around until it skips to portrait orientation then input the numbers and it should stay in portrait.
 
Away from my computer with LR at the moment, if memory serves me right, drag out a crop in the ratio you need, hitting 'X' will flip from landscape to portrait and vice versa.
