Light Streak Help

Hi guys.

I have this image that has light streaks in the paint. Is some one able to remove them and then tell me how they did it? I tried using the clone heal tool on PS Elements 9 and to no avail.

Bump I have another I can not correct I keep getting blobs when I use the heal tool.

Try resetting the heal tool Scott, and or make your brush softer
