Maybe a strange question. I have seen advertised a Canon 70-200 f4 lens. The advert says " IS tested and working okay". Now my question is "how would you be able to test if the IS is working okay".
 
You should be able to see it working as you frame/focus.
 
You may also hear it. My 70-200 is quiet but if you listen, you can here it whirring away.

Hmmm! If a private sale I can only surmise the use of the word 'tested' means I have used it and it works. However if a shop I would ask can I see the test report??? ;)

PS i.e. to say something has been tested to me means more than just confirming 'it functions'.

and what test report would that be? How does a shop test IS any differently to you or me. Turn it on, see it working.

Point taken......... pedantic I may be but the question still stands, as who and what did they do to 'test it'?

Focus on a small item at a long distance and focus with the IS on and then again with it off. When it's on, any movement from your breathing or hand-shaking should be slightly paused.
