Lens advice please

Since buying a new Canon40D I gave my old 300D to my son. I have advised him he should consider a better lens than the kit lens that he got with the camera (no I kept my old lenses, I'm not that generous)

He is a commercial diver and spends most of his time on ships/rigs/barges off the coast of Africa, he has taken some wonderful shots of sunsets etc through the rigs with his P&S. He asked which lens should he get so hence me asking here, he is prepared to spend no more between 300 & 400 UKP on a decent lens. He wont need a large telephoto, something more of a walk around and zoom into the other side of the ship/rig etc. If he's on a barge he's never much more than a few hundred yards from a rig.

He'd also like to take into consideration of it fitting into a underwater casing to take on a dive with him. He already has quite expensive underwater strobes (company paid for them). If theres any divers here any advice appreciated.
 
Getting a top quality lens to cover all that is going to be hard work.

24-70 f2.8 or the 24-105 f4 would be my choices but they are a bit more than the budget allows. Both will give decent "walk around" length and also decent performance in low light conditions above and below the surface.

Can't help with the casing though, :(
