Any tell me where I can get some photos either just laminated/ heat seal or printed and then laminated/heat sealed onto a backing board?
 
what exactly are you trying to achieve and your location would help :)
 
If you are talking about A4 max size then it may be cheaper to buy a laminator and a packed of pockets...... I bought one for £9 + pockets, but onto a backing board I would think is a specialist job

A customer has asked me to replicate a picture they have, it seems to have a matt finish and is rough to touch, my guess is that is laminted in some way but not sure how.
 
it will be over laminated with a Matt laminate, they are made by companys like Drytac, hotpress, sealion, zenith. Its a plastic laminate whixh can be applied hot or cold (there are diffrent products for each typr of application.) if doing a hot press version you will require a vaccum press and the cold version will require a cold pressure roller laminator.

I use a cold pressure laminator made by Jet Mounter.

Ask at a local framing shop they mybe able to do it for you.
