iTunes repeatedly asks to authorize PC to play

Is anyone else having such problems where you download movies, TV programmes, apps, music tracks, to a computer, then when you try to sync it to iPad (or iPod etc), iTunes tells you it did not sync the downloaded file to iDevice because the iDevice is not authorized to play?

Did anyone try to follow Apple's suggestions on how to fix the problem, on their help and support website, which includes removing 'SC Info' folder and then authorize the computer again?

Is anyone else after trying with efforts to fix problems, still finding the suggestive resolutions actually unless?

It's a Catch-22 problem!!
