Is this Flash Gun worth buying?

Save your money and buy a torch, the power will be the same and it'll be more compatible with your camera than a pentax flash.
 
If you want a cheap flash, and they are still available, the Jessops 300AFD works pretty well with the 450d. I got mine for £34 in store. It's not a Speedlight, nor does it have all the adjustments, but it's a lot better than the popup flash.
 
Check the classifieds - flash in the pan has bought up a load of the jessups stuff and is reselling at a discount.

You will want to use it off camera anyway so some wireless remotes and a couple of flashes is the way to go. imo.
 
should be able to pick up a 2n hand Speedlite 420EX for that price. WOuld be MUCH MUCH better.
