Is there a Fill Flash Tool in Adobe PS CS2?

I have just had an instruction from a fellow peep on TP on how to use this tool, and when viewed his screen-shot, he uses Corel Draw!

Is there something similar in PS CS2? :shrug:

Dont know Gilly as I only have CS, but very careful adjustment of curves might achieve the same effect, even if you have to select the appropriate bits [in this case the dogs face] first. :shrug:
