Inserting figure into a photo

We have a friend who for some years has produced a calendar with various shots of a toy bear in different scenarios e.g watching wildlife programme on TV, having breakfast with honey pops.
She wants to try to expand this to show the bear in tourist locations e.g. next to Eiffel Tower, atop London Bridge. I hope that you get the idea.
Is there a basic, free, easy-to-use editing programme that anyone could recommend that would be able to achieve this without resorting to Photoshop etc, which would not be viable because of cost?

I would add that she takes all of the shots with a mobile phone.

The simplest possible method would be to show the source image on the biggest available screen and position the bear appropriately in front of it. Provide the softest lighting available onto the bear and adjust the TV's brightness to match.

I assume the programme would be installed on a PC...or similar?
Older versions of Photoshop Elements are available...Eg:- Elements 7.

I still use Elements 5 on Windows 10 and 11.....and a few before them!
 
Keep in mind copywrite issues. Where are the source photos for places like the Eiffel Tower coming from? it's a bit of a minefield to be honest, the safest way is to take the bear to the locations and take your own photo, even then some places are a problem. The Eiffel Tower night lighting is protected by law for professional use and special written permission is required as I understand it.
 
For free, try GIMP. It takes a bit of practise to use though.

As @swanseamale47 has said, superimposing a photograph of said bear onto someone elses image is subject to various permissions, and not necessarily just seeking the permission of the photographer.

I had wondered. I even have an old Elements disc somehwere but I am always a bit concerned re compatibillty/ registration etc.

Thank you. I was assuming that she had background photos from her own visits to these places. I will have to ask.
 
A second vote for GIMP - open source/free.
I'm sure a few minutes on YouTube will yield a tutorial on how to use layers etc. to add an object/person to an image.
