Increase exposure without overexposing highlights.

Hope someone can help, or guide me to previous threads but I am trying to create the overexposed soft dreamy effect on some wedding shots I have taken recently also with a bit of vignetting (seems to be a real popular effect)
Am still trying to get my head round photoshop but also paintshop.

With regards to Photoshop/Paintshop, I would stick to one or the other.

Within the Adobe Camera Raw part of Photoshop, you can set the "clipping" warning on the histogram (click on the triangles) so that when you are increasing the exposure any over exposed highlights will go bright red, so you can then tone down the exposure to they aren't overexposed.

I've only ever done vignettes in Lightroom, but I'm sure someone who know how to do them in Photoshop will be along soon.
 
Regarding the exposure, how about boosting the curve on the mid-tones? Alternatively you could try playing with the gamma setting (which if I'm not mistaken will also have a similar result. Would be interested to hear how you get on!
 
Theres a million and ways of vignetting, but as a quick start theres a tab in camera raw and its just a case of moving sliders to achieve desired effect or within photoshop itself goto filter/lens distort i think and again just play with the sliders.
