Incorrect input resolution? I would assume that they're talking about dpi (dots per inch) when it comes to printing images.
Essentially, the higher the dpi value, the finer the resolution will be on whatever you're printing, which will translate to a clearer, sharper image on the page. From what I know (and I do stand to be corrected if I'm wrong), lab printers want an image resolution of 300 dpi (essentially, 300 pixels per inch). This means that for an image to be printed at 6"x4", you'd want an image size on your computer of at least 1800 pixels x 1200 pixels (300dpi x 6", and 300dpi x 4" respectively)
Magazine copy is (again, as far as I know) only 150dpi, so the images aren't quite photo lab quality, but near enough to appear to be of good quality. (I used to have dealings with Future Publishing, and that was the resolution they always wanted for advertising copy...)
If your image resolution is too low, the image will appear 'blocky' and lack the clarity that higher image resolutions can offer you. Focus won't appear to be as sharp, and fine lines (such as hair detail, edges, etc) will get lost, or appear to be jagged.
You can try all this for yourself easily enough by getting an image that is (for the sake of argument) 600 x 400 and printing it out to 6" x 4" size or larger...
