What they mean here is 1l of mixed developer right? ( 200ml dec to 800ml water) As 1 litre of concentrate easily devs 10 rolls without reuse ( e.g 2 x 8 roll Patersons with 2.5l of working dev in each)

^^^ Yes you are correct in that as a one shot developer 1L of concentrate can when made up process much more than 10 rolls of 35mm 36exp. films.

Ilford above are saying that the 1L of made up developer can be re used to develop up to 10 rolls of film, they do caution that build up of development byproducts will act as a restrainer both reducing the contrast and apparent speed of the resultant negatives. This is the same as a 'seasoned' stock developer ie. Xtol for which the outcome and development times required are commonly available.
Shelf life and behaviour of made up DDX may be less well known, all Ilford are saying is you can re use but it is not usual for small thank use. Off the top of my head I can not remember the volume version of DDX which I assume would have been used in deep tank lines where through put and capacity would have been of interest so they are indicating a 5L deep tank could process 50 spirals of film.

I _think_ the volume version is IlfoTec DD, used by quite a few labs.
