I'd suggest you go and handle both cameras and work out which you prefer. I had the same decision (although I was also considering a 5dii) and went with the 7d.
The 7d is a better camera then the 60d, but it's more expensive than the 60d and doesn't have a flip out screen. However the 7d is a lot tougher, shoots faster and has a better af system.
It all depends on what you are using it for. If it's your first dslr I'd say get a cheap body and a decent lens. Any modern dslr is capable of winning awards... Just look at the specs of the cameras which won them 10 years ago...

Depends really what your requirements are, the 7D is an awesome bit of kit, what would I find most useful, a flip out screen for video, however I wouldn't want to give up some of the 7D's features just to make my videoing easier, so as I said it depends what your priorities are.
