How to start to be a photographer in the UK?

Your question posed in the subject title is a bit like asking 'how long is a piece of string'?

Please can I suggest that you expand........

What do you like to photograph?

What is that you would like to photograph?

How long have you been taking photographs?

Exactly what do you mean by "How to start to be a photographer in the UK?"
Is it perhaps that you are talking about becoming a professional (full income?) photographer? If so the above questions are the same from beginner to more skilled camera users.
 
As soon as you pick up a camera and take a photograph, you are a photographer.

But if you wish to pursue the craft, and either become a skilled amateur or a paid professional, requires practise, dedication and cultivation of a creative mindset - and if you take it down the business route, you also have to become a business person as well, as the admin may take more time than taking pictures.

What do you want to be?
 
You "start" to be a photographer by taking photos. After that I suggest researching the following...

The exposure triangle,

followed individually by.....

Aperture.
Shutter Speed.
ISO.
Composition.
Lighting (natural and man made).

I would say these are a good starting point.
