How to setup images

Can anyone help on the easy way to add two or images to one layer using Photoshop Elements 4
ps This is my first forum message

Hi
In elements, open two pictures.
Click one picture
Menu - SELECT - All
Menu - EDIT - Copy
Click the other picture
Menu - EDIT - paste
The pictures will be on different layers

He wants them on the same layer, so he have to select the separate layers and use the Merge Layers ( that I suppose is in the Layers panel options ( little arrow on top right of panel )).
I have CS4 but i think it is the same procedure in Elements.

As above
You will have two pictures on seperate layers one on top of the other
You can select one of the pictures by clicking on the layer in the layers palette
Click on the move tool and you can move that picture around
or
click the mover tool and click on one of the handles around the picture and drag to make the picture smaller
You can now see both pictures, one smaller on top of the other
Use the move tool to reposition the smaller picture
You now have a picture in a picture
Is this what you are after?
You can leave the two layers seperate so that you can work on them later or you can merge the two layers but you will not be able to seperate the two pictures.
Am I helping or just making things more complicated?

Thanks for your help,I,ve tried it and it works great.
I opened a new blank file and copied four pictures in to it
