How to get the nice cool colour low contrast look

I see a lot of these images around where the blacks are not pure black the image has a cooler overtone but its still has a lot of punch to the image, how on earth is it done, i have tried and tried and my pics look either flat, dull and uninspiring or just too washed out - help

Post an example of the "look" that you mean - might get more response from your example...

You can use split-toning and put blues in the shadows.. or else use a tone curve and lift the shadows away from the black point..

As said above, post an image and show us what you mean.
