How To Do This On Photoshop?

Not seen this before but looks like it could be done by colouring each letter on its own layer and then positioning as required and altering opacity for blending

I think theres different blend modes going on as well.
 
Yeah, looks like theyve cut the letters out of textures, layered color over them then changed the blending modes.

Might have been drawn in illustrator though.
 
The colours aren't always consistent within each letter outline. It's not an overlay and blend, more an overlay, define your areas and fill with chosen colour.
 
Agree with Alastair, I think it's cut out bits of the different coloured areas of each letter and fill as required, rather than blending modes, although that's the effect it creates.

Then some sort of grunge texture overlay - they're all over the internet for free.

I did a similar job recently and used Illustrator to create the segments, but you could manage it in Photoshop.
