How to backup photoshop CS3 settings..

The main ones are plugins and presets, that'll put a lot of stuff back but depending on the plug-in you may need to re-install or re register, a few will require this, most won't.
 
You should back up the preferences folder, if you don't know where it is, run this script and it will open it in Finder/Explorer

app.preferencesFolder.execute();

Don't forget to save your Actions out from the Actions Palette, save any created styles etc.
Back up all your Photoshop/Bridge scripts.
Back up any Bridge templates you have created.
