How to add a vignette

Select the elliptical marquee tool and drag it from corner to corner to add an oval of marching ants over the image.
Select > Inverse.
Select > Feather, and add however much is needed depending on the picture, if any.
CTRL + U, and change the lightness according to what colour vignette is desired.
 
filter/distort/lens correction then you will see the vignette option

oh forgot to say then you have flatten image in the layers menu:thumbs:
 
I believe one of the default actions is a vignette... have a look at your actions pallette.
